National Knowledge Commission (NKC)

 

 INTRODUCTION:

The National Knowledge Commission is a high-level advisory body to the Prime Minister of India, with the objective of transforming India into a knowledge society. In its endeavor to transform the knowledge landscape of the country, the National Knowledge Commission has submitted around 300 recommendations on 27 focus areas during its three and a half year term. While the term of the NKC has come to an end, the implementation of NKC's recommendations is currently underway at the Central and State levels.

  • Constituted on 13 June, 2005 by Prime Minister of India, Manmohan Singh.
  • Chairman - Dr. Sam Pitroda
  • The Secretariat of the Commission is located in Chanakyapuri, New Delhi.
  • Time period designated in the beginning- 5 October 2005 to 2008
  • Later got extended up to 2009
  • Finally got difunctional in 2014 by the incumbent BJP government.

Objectives:

To make our country leader in the area of-
  • creation,
  • application and 
  • dissemination of knowledge.

Organizational Structure:

  • 1 Executive Director
  • 8 to 9 Research Associates
  • 4 Advisors

Terms of Reference for NKC:

  • Build excellence in the education system
  • Increase India's competitive advantage in the knowledge field
  • Improve institutional management
  • Promote Knowledge application in agriculture and industry
  • Using knowledge in making effective government

Focus Area:

The National Knowledge Commission deliberations have focused on five key areas of the knowledge paradigm – 

1. Access to knowledge

 2. Knowledge concepts

 3. Knowledge creation

 4. Knowledge application

 5. Development of better knowledge services

Role of NKC in Library:

  • Setup National Mission on Libraries(2012)
  • Prepare National census of libraries
  • Revamp Lib & Info. Science education, research, and training facilities
  • Set up a library fund
  • Modernization of library management
  • Promote ICT in libraries
  • Encourage PPP i.e. public, private partnership in library and information services development
  • Central library fund development.
